In Turkey, safety regulation is under the responsibility of the Directorate General of Civil Aviation (DGCA), whereas ATM safety management is under the responsibility of the DHMİ, the Air Navigation Service Provider of Turkey.
Safety Regulation for Civil Aviation has its legal basis through the organisation and functions of the Ministry of Transport, Turkish Civil Aviation Law, the Chicago Convention and the
EUROCONTROL Convention. In addition, the implementation of European Safety Regulatory Requirements (ESARRs) of the EUROCONTROL Safety Regulations Committee is in progress.
Although the ESARRs have not yet entered into national legislation, major work has been completed. Existing legislation/regulations have been compared with ESARRs and draft texts aligned with ESARR 2 on reporting and analysis of safety occurrences, ESARR 3 on the use of safety
management systems by ATM Service Providers, ESARR 4 on the risk assessment and mitigation in ATM, ESARR 5 on ATM services personnel and ESARR 6 on software in ATM systems will be completed by the end of 2006.
With regard to Safety-Related Human Resources in ATM, there is a continuous recruitment and training plan covering the present and future needs. During 2003 and 2004, a total of 150 of the required 350 ATCOs were recruited and were undergone training at the DHMİ Training Centre in Esenboğa, Ankara. Implementation of LAMPS/CHAMPs has been implementeal to ensure that the appropriate number of qualified controllers is available at the right time in all working positions. Continuous training of air traffic controllers is also continuing in the form of seminars and refresher training. For system outages or upgrades, adequate arrangements have been made and contingency plans have been implemented.
The training of ATCOs has been completed for the Airborne Collision Avoidance System (ACAS). Reporting procedures and performance monitoring methodology and mandatory compliance with JAR-OPS-1 for Flight Operation Manuals is in place.
Ground-based safety nets (STCA- Short Term Conflict Alert, APW- Area Proximity Warning, MSAW- Min Safe Altitude Warning) will be
introduced as part of new SMART project and all en-route and major TMA airspace will be covered by the end of 2006.
Regarding runway safety, Local Runway Safety Teams have been formed for all airports and a reporting and dissemination structure to the DHMİ Headquarters in Ankara and to the DGCA has been formed. Airport related
personnel have been kept fully aware of all runway incursion matters. Suitable training in line with Airport Runway Incident (APRI) guidelines has already been well planned. Assessment of the correct use of the standard ICAO phraseology and read back procedures is performed
regularly. All Aerodrome Operators were regularly checked by DGCA for compliance with ICAO Annex 14.
Reporting Incidents by ATCOs through Airport management is mandatory. An investigation team has been formed to investigate probable reasons for every incident and measures to avoid the repetition of such incidents in the future have been proposed. Incident reports are also sent to the DGCA.
Accidents undergo a similar process, except that the DGCA immediately establishes a panel of experts to carry out the necessary investigation and reporting.
In 2004, a total of 64 incident reports have been investigated, 20 of which were classified as ATM related..
