OPERATIONAL REVIEW LOCATION SERVICES The DHMi provides air navigation services by means of its approach control units and aerodrome control towers at 36 Turkish airports; and en-route air navigation services throughout Turkish airspace from two separate Area Control Centres located in Ankara and Istanbul. The ‹zmir (A. Menderes) Approach Control Unit also provides area control services for the southern part of the Istanbul FIR. These Area Control Centers have also taken on responsibility of some transition tasks in the area and arranging air traffic flow to/from Europe. The DHMi takes all measures to provide a high quality service in a safe ATM environment. The DHMi Air Navigation Department is responsible for the following tasks: Air Traffic Management: Aeronautical Communications Management Aeronautical Information Management Flight Inspection Management (Two Citation 5 aircraft and two AS 355 F2 helicopters serve for the approval of instrument procedures and calibration of facilities) System Project Development and Assessment Management The DHMi is also responsible for training of all ANS staff and regulation of their license and rating procedures, as well as manpower planning. In the meantime, the DHMi has successfully finalised the procedures for obtaining the ISO 9001:2000 certificate for its Air Navigation Services, and a certificate was granted on 12 July 2005. With this certificate it was documented that the DHMi meets the requirements to be appointed as the air navigation service provider in Turkish airspace. Necessary assessments are carried out annually by the Turkish Association for Quality and Management Systems in order to check and ensure compliance with the requirements. External audits by the certifying authority revealed no deviations from requirements in 2006, proving the validity and efficiency of our processes. The system is also being assessed internally by Quality Management representatives. Additionally, the DHMi is also in the process of aligning its Quality Policy with the EUROCONTROL Excellence Policy, and is carefully following developments in relation to EUROCONTROL Quality studies. Moreover, the DHMi conducts customer appreciation surveys on a regular basis and consults airspace users to ensure a common understanding and to facilitate collaborative decision making. |
