​​DUTIES OF AIR NAVIGATION SAFETY MANAGEMENT SYSTEM DIVISION
  1. To improve the coordination of corrective actions of relevant units for Air Navigation and CNS services,
  2. To carry out planning and coordination to adopt Air Navigation and CNS services safety policy and disseminate safety culture,
  3. To engage in planning and coordination for the protection of safety at the highest level regarding commercial, operational, environmental and social trends,
  4. To carry out planning and coordination for the relevant personnel to receive the necessary training, increase motivation and raise safety awareness in order to develop safety culture,
  5. To conduct planning and coordination efforts for the elimination of findings that adversely affect Air Navigation and CNS services,
  6. To carry out necessary planning and coordination for the execution of safety activities for Air Navigation and CNS services in accordance with national and international legislation,
  7. To follow the results of planning and coordination related to safety activities for Air Navigation and CNS services,
  8. Fulfilling other duties assigned by the Head of the Department.

 

AIR NAVIGATION SAFETY MANAGEMENT SYSTEM

The Safety Management System that the Air Navigation Service Providers have to establish should conform to the national (SHY-SMS, SHY-65/02) and international legislation (ICAO Annex 19, Doc 9859, ICAO Annex 11, Doc 4444, ESARR3, ESARR4) regulated on the basis of General Directorate of State Airports Authority Main Status.

The purpose of establishing the system is to provide safety culture and awareness in relation to the Air Navigation services to be adoptable by the personnel at all levels. The aim is to define, evaluate and reduce the safety risks related to Air Traffic Management in a systematic way and to regulate the elements and apply principles required for the operation.

General Directorate of State Airports Authority is included in the Air Navigation Safety Management System as a whole with its central and provincial organizations and as an integral part of Air Traffic Management. The success of Air Navigation Safety Management System depends first and foremost on the creation and development of a positive safety culture. Success is measured by ensuring the management of safety principles at the highest level and monitoring the Air Navigation service within the scope of the Safety Management System. Air Navigation Safety Management is included in the organization's plans by the senior management and is defined among the top priority. With the Air Navigation Safety Management System, which is carried out effectively, the personnel at all levels are given safety responsibility and awareness.

As Türkiye's Air Navigation Service Provider, General Directorate of State Airports Authority Air Navigation Services Safety Policy is based on the principle of adopting air traffic safety, safety of flight, life and property as the first priority regarding the services provided, and carrying out its activities and plans complying with the target.

 

Air Navigation Services Safety Policy;

  • Aims to disseminate the safety culture and awareness at all levels,
  • Adopts maintaining close cooperation with the parties providing national and foreign services regarding the exchange of safety data,
  • Improvements in air navigational safety are reviewed within the scope of innovations implemented nationally and internationally and the system is renewed upon necessity.

DHMI brings an institutional approach to Air Navigation Safety Management System by ensuring all the activities of the Air Navigation Services Safety Management System are carried out effectively. All components (human resources, equipment, infrastructure, legislation, practice, procedures, service users and stakeholders) are taken into account.

DHMI senior management closely monitors the achievement of the safety goals and provides maximum support in creating a suitable environment. It encourages the personnel at all levels to be involved in the process and convey requests, changes or suggestions to the central or local units.​


AIR NAVIGATION QUALITY MANAGEMENT SYSTEM

General Directorate of State Airports Authority Air Navigation Department was first entitled to get the ISO 9001:2000 Quality Management System certificate by TSE on July 12, 2005 upon the detection by Turkish Standards Institution that the Air Navigation Department and the Air Navigation Service Units at the Airports meet the TS-EN-ISO 9001:2000 Quality Management System standards and criteria.

Through the establishment of Quality Management Division and Quality Management System in the Air Navigation Department, a structure has been created that aims to ensure continuous improvement to provide service in accordance with requirements satisfactory for stakeholders.

DHMI, by complying with the revision of the TS-EN-ISO 9001:2000 Quality Management System Standard, received TS-EN-ISO 9001:2008 certificate on October 07, 2010. TS-EN-ISO 9001:2015 certificate was obtained on September 04, 2018 by complying with the standard subsequently.

System installation works started including the General Directorate, all Airport Authorities, Air Traffic Control Center and Airports Slot Coordination Center in accordance with KY-8378/22 dated October 04, 2022 by TSE Executive Committee. The organization was qualified to receive the TS EN ISO 9001:2015 Quality Management System Certificate, and studies continue to ensure the efficiency of the system.

In order to provide safety of flight, life and property at the highest level in accordance with national and international legislation and standards in line with the mission, vision, values and strategic goals of the General Directorate of State Airports Authority, which is the leading organization in the aviation sector, the items mentioned below are vital.

  • With the full support of the Senior Management, identifying risks and opportunities in the context of the organization, working in a process-oriented manner and making use of data analysis, continuous monitoring, communication and reviews to ensure continuous improvements,
  • Contributing to the country's economy by providing trained manpower and finance through high-level trainings,
  • To meet customer needs and expectations with a customer-oriented approach within the framework of harmony and cooperation with the stakeholders,
